He provides advice on developing place-based and long-range strategies, with a focus on zero carbon planning, as well as meeting wider sustainable development goals. To complement strategy development, he has been leading Steer’s efforts to overcome some of the most challenging aspects of quantified carbon impact assessment, as well as developing expertise in scenario planning; policy and governance advice; and making the case for funding and innovative funding and financing approaches.
In 2013, Steven joined the UK Government’s Cabinet Office for 18 months. He was Senior Policy Advisor to the Cities & Local Growth Unit advising ministers and local leaders on City Deals, Growth Deals and Strategic Economic Plans, and the very early days of Devolution Deals. During his time at the Cabinet Office, he worked across local economic development, specialising in transport and infrastructure.
