Stefan is a consultant with extensive experience in the application of economic principles to the regulation of transport and infrastructure.

His work has addressed a range of issues including governance, competition, cost efficiency, service quality and consumer protections. With a focus on aviation, Stefan has worked with private and public sector clients supporting them on asset transactions and the due diligence of business plans, the application of price controls and incentive mechanisms, the evaluation and reform of market regulations, and the development of policy.

Stefan is a subject matter expert in Air Traffic Management and the economics of air navigation service provision, airport slots and related competition issues at capacity constrained airports, and passenger rights across all modes and their interaction with wider consumer protections. 

He is also one of Steer’s equity and inclusion practitioners. He has led studies exploring how the needs and travel behaviours of different users vary and contributes to the mainstreaming of gender, inclusion and wider equity issues in transport projects.

Stefan is an accredited project manager and an evaluation and impact assessment expert with a detailed understanding of Better Regulation and appraisal guidance and requirements.
