Tom has extensive experience in transport planning and economics. Tom has an excellent understanding of how transport can meet wider economic, social, and environmental outcomes, and enjoys working with colleagues and clients to develop schemes and strategies to help achieve these, providing evidence-based analysis to support investment decisions and policy development across a range of sectors, including rail, highways, and urban transport.
Since joining Steer, he has led key projects for national and local governments, transport operators, and developers, helping to shape transport strategies that drive economic growth and improve connectivity. He has directed or managed business cases for implemented schemes valued at well over £2bn.
Tom supports clients throughout the project lifecycle, from initial feasibility and option development through to appraisal, business case preparation, and evaluation. His strong technical expertise and collaborative approach ensure clients receive practical, data-driven solutions that meet their strategic objectives.
